The Housing Consumers Protection Measures Act 95 of 1998 stipulates the following:
a. As per Section 3 (h) among the objects of Council shall be able to assist the Emerging Home Builders, through training and inspections; to achieve and to maintain satisfactory technical standards of home building.
b. Furthermore, per Section 15 (5) (d), Council may establish funds for any other purposes including the training of historically disadvantaged home builders, to enhance housing consumers protection measures covered with the scope of the Act.
The NHBRC offers a number of courses pursuant to fulfilling its mandate whilst mitigating against the Warranty Fund. The courses carry credits towards attainment of a National Certificate: Building and Civil Construction, NQF Level 3.
The CETA accredited courses offered to Emerging Home Builders, Military Veterans, Persons Living with Disabilities, Women and Youth are implemented by a combination of both the NHBRC in its own capacity as an accredited training provider and similarly accredited independent training providers.
Additionally, the NHBRC offers Capacity Building services to all government spheres; Nationally, Provincially and Locally through provision of the in-house Inspectorate course, Housing Regulations, Innovative Building Technologies (IBTs) and SANS 10400 Workshops.
All In-House courses and workshops are facilitated by NHBRC Professionals.
Furthermore, the Act mandates the NHBRC to conduct Housing Consumer Education through a series of Information Sharing Roadshows and Workshops facilitated by the Marketing and Communication Unit.
