KEY DELIVERABLES:
The role of the Training Officer is to develop, facilitate and monitor the implementation of Training programs for Emerging Homebuilders, Technical Professionals, and Social Transformation Programs (Youth, Women, Military Veterans and PWDs) with requisite building skills that meet prescribed NHBRC Quality Standards.

The Individual will primarily be responsible for, but not limited to the following:
• Conduct ATAS assessment training
• Support learners with special needs by conducting oral assessments and capture on their behalf
• Invigilate assessments on site and approved sites (Mobile ATAS Offices)
• Analyse assessment reports and identify training gaps, organise training Programme to offer remedial session.
• Troubleshoot ATAS assessment content.
• Oversee the performance of ATAS Data analysis system for Emerging Homebuilder
• ATAS system uptime (operational time)
• Participate as a project member to ensure execution of assigned activities.
• Report on specialised projects
• Development and upgrade training manual in line with SANS codes
• Prepare relevant documentation and develop tools, material required for NHBRC accreditation
• Develop Quality Management System aligned to Training Authorities requirements
• Monitor organisational accreditation status by ensuring that in-house training is conducted in line with Training Authorities.
• Ensure that appointed Training Providers upload learners’ details on National Learner Registration Database (NLRD)
• Ensure that Training Providers register learners with Dept of Higher Education
• Ensure learner receive statement of results at the end of training
• Monitor Training Provider’s adherence to ETD policies, processes, and procedures.
• Ensure compliance of TVET colleges and training material with relevant legislation.
• Liaise and provide documentation to auditors as requested
• Provide input into Training policies and procedures
• Ensure compliance to relevant Training policies and procedures
• Compile monthly, quarterly and annual Training statistical and attendance reports
• File all documents according to prescribed company policies and procedures
• Monitor approved policies, procedures and process flows for continuous improvements and updates
• Monitor Training compliance to prescribed Audit, Risk and Governance framework
• Provide input into Risk Register within Training and recommend remedial plans
• Prepare related supporting documents for IPWs
• Coordinate and monitor the disbursement and report of stipend payment
• Adhere to supply chain management policies and procedure
• Conduct due diligence of the training programs of appointed training providers prior to implementation of training.
• Conduct training needs analysis to determine the competence levels of the Contractors/home builders.
• Coordinate the development of the competency skills profile of the emerging contractors and builders resulting in qualified builders.
• Determine training needs utilizing the skills audit results
• Facilitate RPL assessment process to establish the knowledge and skills gained outside formal learning;
• Provide input into the development training programs and learning material in accordance with SETA and QCTO requirements as well as industry needs.
• Monitor implementation of training programs facilitated by external services providers
• Verify recruited learners from the communities-through municipalities and voluntary bodies.
• Collaborate with marketing department to conduct awareness about training offered by the organisation
• Organise and Coordinate training interventions
• Facilitate the training programs to Builders, Inspectors (external & Internal) STEP
• Conduct Learner Assessments
• Conduct moderation process.
• Prepare certificates for learners
• Organise certificate handover ceremonies.
• Coach learners and provide guidance in terms of enrolling for further education or business development
• Gather all relevant documentation within own area of responsibility in order to prepare annual training needs and reports for all home builders, STEP, technical professionals (Internal and External).
• Conduct onsite training to provide support to emerging home builders to reduce technical and administrative non compliance
• Monitor overall training performance of appointed services providers
• Analyse training requests, compare to provincial targets and make recommendations for approval.
• Provide evaluation Report on Training Programs completed
• Monitor the implementation of the SLA with TVET colleges
• Provide timeous advice and support to relevant stakeholders on training matters
• Provide significant and specialized support with regards to external and internal training for continuous improvement
• Ensure external and internal stakeholders comply with Audit, Risk and general Governance issues as raised
• Engage and liaise with stakeholders on regular basis for continuous and professional working relations
• Maintain Strategic Partnerships with stakeholders
• Represent the NHBRC at external training and development related forums.
• Initiate workshops and collaborate with various industry stakeholders to capacitate emerging home builders.

MINIMUM REQUIREMENTS:
• Matric/Grade12
• Must hold a National Diploma (NQF 6) in Built environment.
• Minimum two (2) years’ work experience related to the built environment.
• Minimum of two (2) years’ experience in training facilitation is mandatory
• Registered Skills Development Facilitator, Assessor, Facilitator and Moderator will serve as an added advantage.
• A trade test certificate will be an added advantage.
• Must have a valid Driver’s License and own a reliable vehicle.

APPOINTMENT:
The above-mentioned position will be offered on a temporary basis with a Total Cost To Company package.
