KEY DELIVERABLES:
The Regional Engineer within the organisation serves to evaluate the enrolment documentation submitted by registered home builders in regards to compliance with industry norms and standards and to identify potential risk that may impact NHBRC Warranty Fund. Review rational design information and identify compliance with industry norms and standards. Review Structural solutions where remedial work has to be undertaken and identify potential risk that may impact NHBRC Warranty Fund.

The Individual will primarily be responsible for, but not limited to the following:
• Review civil engineering solutions and or geotechnical investigation carried out for both Non-Subsidy and Subsidy Enrolments.
• Perform post construction engineering assessment of subsidy and non-subsidy houses destined for enrolment with the NHBRC.
• Evaluate and conduct risk assessment in relation to problematic soil conditions.
• Assess site soil classification details and provide civil engineering and or geotechnical reports featuring risk and other precautionary measures.
• Evaluate remedial specification in line with prevailing sub-soil conditions.
• Test soundness of remedial work to reduce risk to the NHBRC.
• Support NHBRC regional/ provincial offices in geotechnical assessment, soil classification and guidance on resolution of complaints.
• Assist with the technical assessment of late enrolments and make recommendations to the Province in terms of risk mitigations.
• Provide technical support for forensic assessment on subsidy projects.
• Technical assessment for the Exclusions or Exemptions of building structures.
• Identify instances of transgression to the Act.
• Adhere to compliance.
• Recommend suspension of defaulting homebuilders.
• Initiate legal processes to ensure compliance.
• Support legal practitioners in litigation.
• Monitoring support to disciplinary hearings.
• Provide evidence as subpoenaed or requested in external litigation.
• Assist NHBRC legal to gather evidence for the purpose of recovery.
• Escalate the transgression of the competent persons to Professional Bodies for investigation.
• Participates in the Internal Complaints Advisory Panel.
• Provide technical support during ICAP.
• Ensure that all processes are followed, and that evidence is sound to ensure successful litigation.
• Provide advice to technical staff as required.
• Provide contributions to the review and development of technical policies, procedures and guidelines.
• Control and assess Quality Management within scope of work to ensure adherence to standards.
• Identify and advise about possible strategies within area of responsibility, to mitigate risk for the NHBRC
• Participate in meeting with Municipalities and SABS Committees.
• Participate in meeting with Professional Bodies and Committees.
• Assist NHBRC Inspectorate regarding the technical issues on site.
• Facilitate and conduct presentations on technical matters in internal or external workshops.
• Provide input into the development of the Corporate Strategic Plan.
• Assist NHBRC Legal with prosecution of homebuilders.
• Initiate, authorise and approve expenditure within DOA.
• Monitor and safeguard assets of the business unit.
• Enforce compliance to Supply Chain Policies, PFMA and Treasury Regulation.
• Develop relationships with Clients and Stakeholders to promote NHBRC technical standards and requirements.
• Provide relevant support to applicable Stakeholders to ensure achievement of objectives.
• Advise external Engineering Consultants to ensure adherence to NHBRC procedures and National building regulations standards.
• Address technical queries from homebuilders and homeowners.
• Present technical findings to Stakeholders and industry Technical Committees.
• Liaise with Stakeholders and deal with queries as they arise.

MINIMUM REQUIREMENTS:
• Minimum of a BTech or Bachelor’s Degree (NQF 7) in Civil Engineering.
• Minimum of ten (10) years’ work experience as Civil/ Structural Engineer.
• Professional registration with ECSA as Pr. Engineer/ Pr. Technologist is mandatory.

APPOINTMENT
The above-mentioned position will be offered on a permanent basis with a Total Cost To Company package.
